reports on the impact that each navy made during the war, from union naval support of numerous battles, including vicksburg and new orleans to the confederates use of naval mines and the militaristic deployment of a submarine. it's a little under an hour. >> good evening, everyone. last time we met here on this very stage to talk about the civil war, jim, you are looking to finishing touches on your new book. you are preparing your publication as well. now i have to do this the way they do it on the talk shows. now, james mcpherson "war on the waters" and craig, the civil war at sea, very handsomely done, are both out. that's good because we get to resume our -- we barely scratched the surface. let's get right to it because we spoke for an hour last time, we got to about january 1862. so i will assume you all know about 1861, and get to something that jim pointed out. that was rather interesting. is that 150 years ago this month, besides all the other things that were going on, the realization that lincoln had promulgated -- [inaudible] the union had commenced -- the tennessee cumberla

and confederate navies, 1861 to 1865, and craig's civil war at sea, both very handsomely done, and it's good because we get to resume our conversation. we barely broke the surface. let's get right to it. because we spoke for an hour last time and we got to about january of 1862. so i'll assume you all know about 1861. and get to something that jim pointed out in his book, which i found rather interesting, and that is that 150 years ago this month, eye side from all the other things going on, including the first shudders of the realization that lincoln had actually promulgated an emancipation proclaimation. the blockade was in force in confederate ports. the union had chanced the bombardment of the city of vicksburg, and new orleans had fallen. the tennessee, cumberland, and mississippi rivers seem to belong the north, not the south. and it must have seemed for a time in 1862 that this combination of events, particularly the naval successes for the union, were about to end the war between the states. and then the trend line changed. the father of water that lincoln boasted now flowed unvexed

zumwalt and what i think is important about his life. because, sure, he is the father of the modern navy, but there's so much more to him and so much more to the lessons that i think i'm able to portray in my book. bud zumwalt is remembered as a trailblazer who reformed the navy, and he was a champion of the men and women who served in it. that's a given. he was the iconoclastic admiral who brought a navy drifting towards the shores back into safety. into the channels of the 20th sent -- century. and nothing would ever be the same again. as bill clinton and admiral mullen say at the back of my book on the dust jacket blurbs, the things that he did as a reformer will never be undone. and i'm not talking about whether they are bell bottoms or trousers or side burns, those things can be changed. but the way he reformed the social policies and made the navy response to the contemporary needs of society and what he did with respect to vis-a-vis the soviets during the period of the cold war and the strategic arms limitations and his role there. these are things that have left a mark in history

the operations that the chilean navy had undertaken for helping out their citizens. we have a panel here today, we actually have two panels we're going to roll through. one is stories from the field, if you will, people's experiences in working in international environments to help promote humanitarian missions. fleet week got involved with a humanitarian mission back in october in the earthquake in van, turkey. there's a heavy kurdish in san francisco and the ... better recover from their event and how to better prepare in the future from the katz traufk event that had taken place would not occur. we got a phone call at the fleet week association to ask if we could help bring together some resources and leet a fact-finding mission and we did that. one of our panelists is up here, second from your left, rob dudgeon, he's with the department of emergency management and he's the director of emergency services. rob's organization has been instrumental in creating the program that we have from back in 2010 all the way through to today and i know in the future we're already talking about puttin

instructor. she completed a 7-month deployment. captain mike napolitano is serving with the navy's expedition training group. while deployed in 2004, he spearheaded maritime patrol relief efforts toing the 2004 indian ocean tsunami, as well as numerous theater cooperation efforts throughout the pacific and in 2009 captain napolitano reported as commanding officer of the expeditionary training group. this is a fabulous panel and i know you're going to appreciate what they have to say. rear admiral, i think you'll start. >> first of all on behalf of the chilean navy i would like to thank so much to san francisco fleet week, particularly to admiral gary roughhead for being invited to participate in this senior seminar. it's a privilege for me to be here and to share with you the experience that we had just during and after the earthquake that we had in chile in february 27, 2010. most of the lessons learned that i'm going to show here to you is part of your concern and i'm very glad you are taking that in account so i think you are absolutely in the right path. anyway, it's a ma

as a navy. as you see here, chile is located in the southwest coast of south america and we had an earthquake on february 27, 2010, with an intensity of 8.8 richter scale located approximately in the center of the country. the subduction zone, the area where the plate and the south american plate made contact was 250 kilometers. that means that the intensity was felt above 8 in about one-third of the country. as you can see, in the highlight color you can see the people who was affected with that earthquake at about 6 million people. that means more than 40 percent of the chilean population. in terms of energy was released, you can see there it's one trillion kilograms of tnt, that means an 8.8 earthquake. another comparison could be 18,000 times the hiroshima atomic bomb. it's supposed it occur less than two a year above 8. chili has first runner up with 9.5 with bolivia, 10 minutes duration. this one was 8.8, at that moment was no. 4, then japan next year led next year with 8.9, but it's a lot, a big amount of energy was released in just 3 1/2 minutes. usually that thing

as the command control because what we have here in the marine corps is similar to the navy. we have the installation, the regional installation command and also partners with the operational foresite. we allow the operational foresight, we maintain those but then we coordinate, cooperate, with the operational foresight once the call comes in for support. so we're able to do that obviously through memorandum of understandings and we have agreements and our wing operating orders allow for the fact the operational control, at least under operational response, maintains with the operators. the third aircraft wing maintains operational control but we send our operatives out to be controlled by the civic sight. we're comfortable with that and that's matured a lot in the last couple years. >> talked a lot about command and control and agreements and moving resources. one other question that came up yesterday we were discussing yesterday is how do communications occur specifically with regard to when we start talking about air ops and moving air resources around, how do we ensure that

. people tried to escape so they can't so they climb into the trees and when the navy get in there just about at the top of the trees. that's what we found. the cost was close to 30 billion u.s. dollars. how we organize, well, we have something similar that you have. we have the national emergency office under the internal affair minister and they have offices in the different counties, in the different places in chile this emergency office request aid directly to the joint chief of staff and joint chief of staff to the army, navy or air force and then we move the pieces to put the aid where they need it. the scenario, the beginning when we face this was the same thing we are talking about in this seminar. the necessity was access because everything was, the delivery was absolutely hampered because of the roads so we have to clean it. water, food, electricity and communications. another need at that time to do that is field hospital generators, housing, sat coms, purifying water systems and mobile bridges. so the force was at the beginning just to distribute the aid and at the end

a was mentioned this morning. that was a fantastic piece of work by the navy. it turned around the attitudes of niche a toward the united states. it was a the kind of building block we look for in an economic and security commons. just as when we in san francisco see not only what the military can bring to the party and help us with, not only how we can interact with the military, but also we say to ourselves, it's also up to us to do everything we can for ourselves. we're not kind of an outfit, it's easier for them to collaborate with us. so, all of these things are important to us as we have these exercises. so, i say this is a very worthwhile enterprise that will keep going. i tip my hat to my friend mike who really has been leading us in these efforts. and now i say as also the slogan, i guess you call it this morning, maybe it's what the navy says. i think it's a very good phrase. a global force for good. that's what we've been practicing, a global force for good. thank you. . iranian commanders claim it entered their airspace the past few days but the navy says all this, all of the unmanned airline vehicles are accounted for, thank you. it points out that several gulf nations use the same types of unmanned surveillance aircraft so maybe it was someone else's. david lee, what else is iran claiming? >>reporter: well, iran is claiming it entered iranian airspace and the naval chief said it took off from an aircraft carrier. iranian state tv is using the word "capture" saying it was captured but they are not releasing details of where or when. a commentator said it was on a mission over the persian gulf and the navy says all unmanned air vehicles are accounted for. over the years, drones of which this was allegedly one, have been lost in the water and that happened in october. the navy believes that drone came apart as designed and sank. among other countries that use this drone in the area, the united arab emirates and kuwait and this is a very low tech product that essentially is a flying camera with a transmitter and the iranians may not be aware this part

. this is "studio b." first from fox at 3:00 in new york city, we know the identity of the navy seal who died in the dangerous hostage rescue in afghanistan. here he is, officials confirmed he was 28-year-old from pennsylvania, a member of the navy seal team six. the same group that killed osama bin laden. the mission this weekend was to rescue a doctor from colorado. he was doing humanitarian work in afghanistan when the taliban kidnapped him last week near the border with pakistan. officials say the seal team moved in when intelligence showed the doctor's life was in immediate danger. now we find out more of the daring raid and the intense firefight that killed one of our most elite fighters. jennifer griffin is live for us this afternoon at pentagon. tell us of the navy seal. >>reporter: he was young, just 28 and he was not on the bin laden raid. that was made up of members who were much older, petty officer first-class nicholas check came from a suburb of pittsburgh, pennsylvania, and died sunday of wounds he received during the rescue. i am told the team took a great dial of fire on the

once again captured a u.s. spy drone but this time the u.s. navy insists no drones in the region are missing right now. the iranians say the scan eagle drone as they call it flu flew into its airspace. iranians claim this is the video evidence. they reveal how they quote the video or captured the drone. iranian regime made similar claims regarding the stealth zone still unclear when it captured it or crash landed on iranian territory. either way the new drone is said to be far less sophisticated. the pentagon points out several countries used the scan eagle so theoretically it could be almost anybody's. david lee miller is live in jerusalem. david lee? >> that's right, shepard, the u.s. navy says two of iran's neighbors the uae the united arab emirates as well as kuwait have scan eagle drones. it's very possible the drone that iran is claiming to have in its possession could have come from somewhere in the neighborhood. so, as of now at this hour, there is still a mystery as to where this drone came from. the u.s. says that all its drones in the region have been accounted for. in

the u.s. navy has fully accounted for all unmanned vehicles operating in the middle east region. we have the latest developments now from cairo. a u.s. source says that if the iranians do have something, it is not an actively operating u.s. navy drone. what would that mean? could this actually be a fake? >> it could be. it's not clear right now, but iranian officials have a different story. we don't know when or how this u.s. drone was allegedly captured, but you can be sure iran is going to count this as a big intelligence victory over the u.s. you can also be sure they'll use this to portray the u.s. as the aggressor in the region. that's what iran has done for more than three decades. briefly, let's tell you about the reports from state media in iran. reports say iran captured a drone flying over the northern persian gulf waters after it allegedly flew into iranian airspace. this is a region close to iran's only nuclear power plant. a statement by iran's revolutionary guard said this happened over the past few days. the statement described the drone as a u.s.-made scan eagle. this is

the united states, england and europe. and so the president ordered them built in 1940, but the navy, um, decided that that was probably not a good idea. so they convinced the president that the scarce resources that were available at that time would be better spent on destroyers. and i think that if you look at the historical record, you'll see that that probably was a mistake. the destroyer escort is sort of a novel type of vessel. it's smaller than a destroyer, um, around 300 feet. and it had a shorter turning radius so that it could, it could essentially turn on a dime compared to a destroyer. so what they did is they escorted the convoys across the atlantic, and the convoys consisted of troop ships and supply ships for the war effort. but if they, if they made contact with a u-boat, they could break off, and then they could pursue that u-boat. when you look at the record, though, i mean, 70 u-boats, they probably were, without question, the most successful antisubmarine vessel in the fleet. this ship is the uss slater. it was built in the tampa shipyard. there were 563 destroyer esc

at the middle east. anything far from being settled there. and let me take that navy as an example, which will be illustrative of the other forces and what it will do to the navy. it will take the navy and drive it down to the smallest force it has had since prior to world war one. not world war ii, lou. world war one. lou: you know, i'm sorry, admiral. when governor romney said that, pointed that out to president obama in the debate, he was -- we had horses and bayonets, too. he seemed to make light of that. how important is it? can you give us a sense of the impact? >> i think the president's comment is showing his inexperience in military matters. in this particular case we are going down to 220 ships. to put that number in perspective, i had 2505 ships under my command in the pacific fleet's. 20 percent of those 220 ships will be the literal combat ships which basically have no offensive or defensive capability. we are going to be challenged where we show weakness. and let me give you an example. just today china announced effective january 1 they have authorized their paramilitary na

officer: without objection. mr. sessions: mr. president, i rise today to honor navy commander jeffrey a. bennett ii. commander bennett has served as a military fellow in my office since december of last year. he brought to public service the same passion and honor he's brought to military service. commander bennett is a 1992 naval academy graduate and was nominated for the academy by the chairman of the armed services committee several years ago, carl levin. he came to my office after a tour serving as captain of the u.s.s. stockdale, an arleigh burke class guided missile destroyer. i know he was an excellent captain, indeed. i personally observed commander bennett's abilities. i am very impressed. he has a good strategic grasp of america's challenges while also mastering the details necessary to fully grasp military, budget and financial issues, among other issues that we deal with. his command of the defense authorization and appropriation legislation from both the house of representatives and the senate has been exceptional. he consistently puts in late nights and long weekends study

states navy says it's not one of our drones. iran's revolutionary guard says it has captured one of our prized pieces of intelligence, something called a scan eagle. iran says it was brought down by anti-aircraft squads in iranian air space. there's no visible damage in the pictures that aired today on iranian tv, and, again, the u.s. navy, which patrols the persian gulf constantly, says all ever its drones are currently accounted for. it also says its drones stay in international air space. joining me now with his insights and expertise is jim walsh. jim, first and foremost, look, it may very well be someone else's drone. i'll get to that in a moment. but when we say we only patrol in international air space, do we really only patrol in international air space? >> well, the first thing to know about that ashleigh, is international air space is highly contested. different countries draw the maps in different ways. and so you can be in a spot in the air where one country claims it's in international air space and another country claims it's in their national air space. it's sort of a fud

to attending law school during world war ii, judge battin served in the united states navy. early in his career judge battin practiced law in washington, d.c., and in billings, montana, later he served in a number of public service positions including deputy county attorney for yellowstone county, montana, and city attorney in billings. in 1958 judge battin served as a state representative in montana and in 1961 he was elected to u.s. house of representatives and served as a u.s. representative from montana until 1969. in 1969 judge battin was appointed by president nixon to be a judge on the u.s. district court for the district of montana. during that time he served as chief judge from 1978 to 1990, when he assumed senior status. judge battin's commitment to public service is clear. i believe his dedication to serving this nation makes it fitting to name this courthouse after him. i support passage of this legislation and urge my colleagues to do the same. mr. speaker, i reserve the balance of my time. the speaker pro tempore: the gentleman from california, mr. denham, reserves the balance of

iranian air space. our navy is responding saying the u.s. navy has accounted for all unmanned vehicles operating in the middle east region. they are confined to internationally recognized water and air spoers. space. molly henneberg joins us. what is the background to this mystery. >> reporter: navy owe eugs figureseofficials say we do have allies in the region that use these type of drones, the united arab emirates and kuwait. iran did not say when or where it captured the scan eagle just that it entered iranian air space. we don't have a lot of information besides that. we do know that the navy did lose one of these scan eagle drones back in october, but naval officials say that it went down in the persian gulf, that it broke apart as these drones are designed to do, and that they believe it sank into the persian gulf. jenna. jenna: so, if the iranians do indeed have this unmanned aerial vehicle, what type of information can they get from it? >> reporter: it's a low-cost, low tech drone. basically it's a camera that can transmit pictures via radio waves. it is possible the iranians c

between the united states and europe. the president ordered them built in 1940 but the navy decided that was probably not a good idea, so they convinced the president that the scarce resources that were available at that time would be better spent on destroyers. i think, if you look at the record you will see that probably was a good idea. the destroyer escort is sort of a novel type of vessel. is smaller than a destroyer, around 300 feet and it had a shorter turning radius so that it could essentially turn on a dime compared to a destroyer. so what they did is they escorted the convoys across the atlantic and the convoys consisted of troop ships and supplied ships for the war effort but if they made contact with the u-boat they could break off in the naked turso's -- ers to that u-boat. when you look at the record, 70 u-boats, they probably were without question the most successful anti-submarine festival on the fleet. this ship is the uss later. it was built in the tampa shipyard for 563 to destroyer escorts build and 17 shipyards all across the country. this was 1944. as they had

, a member of the team, a navy s.e.a.l., sadly was killed. he was a member of s.e.a.l. team six, the same elite unit that took part in the raid that killed osama bin laden. president obama paid tribute to the fallen s.e.a.l. saying quote, he gave his life for his fellow americans, end quote. chris lawrence is at the pentagon right now with home run on this mission. first of all, i think, chris, a lot of people didn't even know there was a doctor who had been kidnapped and needed rescuing. what's the story behind this? >> and that's not all that unusual. a lot of times, they will not publicize a kidnapping while they are still sorting out the particulars or trying to ascertain whether they might launch a rescue mission. it often does more harm than good to put it out there and put the details out there. so that's not all that unusual. in this case, the doctor was working for morning star. a non-profit agency. he was with two local afghan, i believe at least one of them was a doctor as well, and they were coming back from a rural medical clinic east of kabul when armed men basically stopped

[inaudible] how is it going to help? >> let me start with your last question first. as far as the indian ocean organization that you related to that we are, we're not a part of but we are invited as an observer to it, but in general, throughout the into pacific region, first, you have to understand the breadth and scope of that region. is well over half the people in the world living in that region. all the major economies are in that region, including ours. seven of the 10 largest armies in that region. you can put all the comments in the world in the pacific ocean, put all of them in the pacific ocean and still have room for another africa, another candidate, another united states, another mexico. that's just in the pacific. the indian ocean is vast as will fix we have this really large, very dynamic, can't even call it a region. it's half the world, where you have historical ties between countries, bilateral, multilateral, and you have this, there is no one security organization t
